The California Telephone Access Program Deaf and Disable Telecommunications Program works to provide those with physical impairments (ranging from mild hearing loss to those with limited mobility, many things are covered) with telephone access in their own homes. This is a no cost program. Equipment is limited to one per person and requires documentation from certifying agents ie) a speech therapist, audiologist, etc. You can click on this link to view the one page application
